City Commission Meeting Update - December 9th, 2025

On Tuesday, December 9th, 2025 the Liberal City Commission addressed the following items during their regularly scheduled meeting:

The meeting opened with special employee recognition awards for years of service. This year, the following individuals received recognition for their employment milestones:

10 Years of Service

  • Albert Young – Solid Waste Department
  • Keith Bridenstine – Building Department
  • Samuel Cruz – Parks Department
  • James Jackson – CityBus Department
  • Manuel Jurado – Street Department
  • Christy Kirk – Convention & Visitors Bureau
  • David Lapoint – Animal Shelter
  • Daniel Loesch – Fire Department
  • Erick Rodriguez – Fire Department

 

15 Years of Service

  • Candace Swier – Emergency Communications Department
  • Matthew Williams – Building Maintenance Department

 

20 Years of Service

  • Ragan Dreitz – Fire Department
  • Cody Regier – Fire Department
  • Shawnna Shuck – Municipal Court

 

25 Years of Service

  • Nathan Abel – Wastewater Department
  • Brad Beer – Administration
  • Lisa Macias – Police Department


The regular meeting agenda was amended to add an action item for the end of year Water Utility Fund transfer.

Consent Agenda items (Convention & Visitors Bureau advisory board minutes, airport leases, cereal malt beverage applications, and code enforcement reports) were approved by the Commission.

The Commission voted to approve issuance of a Request for Qualifications (RFQ) to solicit city planning, engineering, and design experts in the creation of a master plan for Downtown Liberal. Proposed areas of focus for the plan will include business and economic development strategies, evaluation of multi-modal transportation systems and parking, infrastructure improvements, streetscape design, and placemaking recommendations to meet goals identified in the Launch Liberal 2035 Comprehensive Plan. Through this process, interested firms will provide qualifications and examples of work to be evaluated. Once a preferred firm is identified, a final scope of services and cost of deliverables will be negotiated and presented for final Commission approval.   

Commissioners approved an end-of-year transfer from the Water Utility Fund to the General Fund for operations to meet year-end expenses and cash rollover expectations for the 2026 budget.  

Following executive sessions, the Commission voted to increase the City Manager’s compensation for the 2026 contract year.

The next regularly scheduled Liberal City Commission meeting will take place December 23rd, 2025 at 5:30 p.m.
