Mayor Lara read a proclamation in observance of Constitution Week (Sept. 17-23).

Resolution 2400, a public hearing to appeal the demolition of structures on a local property, was removed from the agenda as the property owner was unable to attend.

Consent Agenda items (tourism board minutes, CMB application, code enforcement reports, and an airport lease), were approved by the Commission.

The Commission reviewed proposals and approved to enter into an agreement with Professional Engineering Consultants, PA and The Public Policy & Management Center (PPMC) at Wichita State University to conduct a comprehensive planning project for the City of Liberal.

The Commissioner voted to accept the dedication of property to be used for the purpose of street continuity for Hackberry Street in Northeast Liberal.

The Commission approved acceptance of grant funds from the Kansas Department of Wildlife & Parks to be used for site work, equipment, and installation of playground equipment replacement at both Mahuron and Blue Bonnet parks.

Commissioners also approved acceptance of $60,000 in awards from the 2023 USDA Housing Preservation Grant to assist with home repairs for qualified applicants. The City of Liberal will contribute up to $25,000 in matching funds for the grant award.

The Commission approved the recommended reappointment of Chuck Lamberson to a four-year term on the Tourism Advisory Board. Lamberson will continue to serve as the designated oil and gas representative for the board.

Commissioners voted to approve the subscription to Placer AI software.

The Commission reviewed additions and deletions to the draft budget as a result of the Sept. 8 work session and gave consensus to move forward to publish the draft for final approval at the Sept. 26th Commission meeting. The proposed budget for 2024 has no proposed mill levy increase, keeping the City of Liberal at 55.635 mills.

The next regularly scheduled Liberal City Commission meeting will take place September 26th at 5:30 p.m.
