First Time Homebuyer Program
What is the First Time Homebuyer Program?
It is a soft second mortgage loan program to assist qualified low- and moderate income individuals with the purchase of their first home. FTHB loan funds are to assist with down payment and/or closing costs.
Safe At Home Program
Safe at Home Program
Liberal residents can apply for free Smoke Alarm and/or Carbon Monoxide Detectors.
Smoke Alarms and Carbon Monoxide Detectors are available to Liberal Residents at City Hall and at the North Fire Station.
Alarms for the hearing impaired are available upon request. (Depending on demand, these may need to be special ordered.)
Senior Weatherization Program
Weatherization and Home Security Grants
for Senior Citizens
The City of Liberal Housing & Community Development is offering a grant up to $3,000 for weatherization and home security improvements. Grant funds are limited and applications will be provided on a first come first-served basis.
Eligible improvements include
- Insulation for attic and walls
- Weather-stripping for doors and windows
- Security lighting
- Security doors and security screen doors
- Energy efficient windows

BUILDER/DEVELOPER INCENTIVE PROGRAM
DEFINITIONS:
Buildable Lot: Completion of street, drainage, gutter, and utilities.
Contractor: The general contractor is defined as the prime builder contracted for the project. The general contractor is responsible for the means and methods to be used to be used in the construction execution. The contractor may be hired under contract to meet specifications at a mutually agreed upon price, or may be the principal or project owner.
Contractor as an Owner: Occasionally the entity commissioning the construction of the building chooses to act as the general contractor. In this case the owner works directly with the subcontractors and takes care of the administration and organization of the various subcontractors. Owner must provide valid identification with application.
