What hours are you open?
City Hall is open from 8 a.m. to 5 p.m. Monday thru Friday. The Utility Billing counter is open from 9 a.m. to 5 p.m. Monday thru Friday.

In order to start service, please bring two (2) forms of identification, one of which must be a picture I.D. Examples are: Valid driver's license, social security card, student ID, Kansas ID or work ID. All services are billed monthly on one invoice.
If you are renting property: A rental contract is required along with two (2) forms of identification as stated above. We also enforce our landlord liability policy, which states as follows: Owners of leased premises served with water under this article shall be liable for payment of the cost of any water account delinquency arising from service provided to such premises, regardless of whether water service was furnished upon the application and request of the owner or the lessee of the premises. This provision shall also apply when the premises are leased by or through an agent or other representative of the owner.
A $20 non-refundable/non-transferable connection fee is required if services are done before 4 p.m. Monday-Friday. If services are connected after 4 p.m. it is a $30 charge.
The City of Liberal is divided into 2 cycle billings. Cycle 1 is due around the 5th of the month and Cycle 2 is due around the 15th of the month. The location of your residence will determine your cycle. Changes cannot be made to the billing, as all cycles are already programmed into the system.
Water Rates
$6.70 for the first 3,000 gallons
$2.60 for each additional 1,000 gallons
Sewer Rates
$5.45 for the first 3,000 gallons
$2.00 for each additional 1,000 gallons.
All new customers are set at the City average of 8,600 gallons or $16.65. Sewer rates are determined every year by averaging your water consumption from January-March and calculated by the sewer rates. Sewer rates are based on water consumption used for these 3 months. Please report any water leaks, repairs or problems you may have during this period by contacting the utility billing office at (620) 626-2230.
Trash Rates
$12.80 per month.
Residential trash pickup for 3 yard containers
Monday Eleventh to Tucker Tuesday Seventh to Eleventh & east section of Town Wednesday Railroad to Seventh Friday Railroad to South edge of Town.
If the 3-yard alley container is completely full after a weekly pickup, please contact (620) 626-0136 to have the container emptied.
Residential trash pickup for Green Polycarts
Monday & Thursday Railroad to North side of Town Tuesday & Friday Railroad to South side of Town.
All commercial containers are emptied on Wednesday unless otherwise scheduled.

Other Services Provided
Reserve a Truck Program (Residential):
If you need to haul off trash and the load is larger than what can be placed in a dumpster or polycart you can have a dump truck brought to your residence by:
- Scheduling an appointment with the Street Department (620) 626-0165;
- Complete paperwork at Water Department at City Hall;
- Pay $45 fee.
Grapple Truck (Residential)
This service consists of bringing out specialized heavy equipment to load up large objects, such as tree limbs, building materials, and appliances which are then taken to the Seward County Landfill. This service is available by:
- Scheduling an appointment with the Sanitation Department (620) 626-0136;
- Complete paperwork at Water Department at City Hall;
- $50 minimum charge plus Landfill charges;
- Charges will be billed to customer.
Trash bags are for sale at City Hall for $9.00 per roll. The 50-bag roll contains black bags that hold 30-35 gallons.
Public Services
Fire Department
The Liberal Fire Department was established on June 5th 1906, and incorporated Liberal's first fire chief and thirteen volunteer firefighters. Liberal's first fire department apparatus was a newly bought American LaFrance fire truck, this apparatus was purchased at a price of $3000.
Municipal Court
The Municipal Court, presided over by the Municipal Judge serving on a full-time basis, hears misdemeanor criminal and traffic cases occurring within city limits. Types of cases include domestic violence, theft, disorderly conduct, DUI, animal control and city code violations. Court policies and procedures follow the Kansas Code of Municipal Courts K.S.A. 12-4101, et seq., The Municipal Court Supervisor oversees 6 full-time municipal court employees. The Municipal Court is located at 325 N. Washington, Liberal, Kansas.
Police Department
With an authorized strength of 42 sworn officers and 15 non-sworn personnel, we are committed to working with our community to keep all of our citizens safe and secure. Recycling
Liberal Recycling Program
In order to help contribute to a better environment, the City of Liberal is involved in a recycling program. Containers are located at the Recycle Center, 1931 Airpark Avenue, which is adjacent to the Mid-America Air Museum in the Airport Industrial Park. The containers are clearly marked to assist you in depositing your items.
Solid Waste
PICKUP SCHEDULES:
1. Polycarts curbside pickup two (2) times a week. Have out by curb by 7:00 AM.
2. Residential 3-yard dumpster pickup is one (1) time a week.
3. Commercial 3-yard dumpster pickup from one (1) to six (6) times a week.
4. All trash needs to be bagged and tied except for larger boxes.
