What hours are you open?
City Hall is open from 8 a.m. to 5 p.m. Monday thru Friday. The Utility Billing counter is open from 9 a.m. to 5 p.m. Monday thru Friday.
How Do I Report a problem
License Instructions
- Applicants must fill out an application form at the City Clerk's office at City Hall.
- Applicant must provide a Certificate of Insurance for liability insurance with a combined single-limit policy of $500,000. The City must be named as an additional insured.
- Approvals from the Building, Fire and Police Departments must be obtained prior to receiving a license.
- Cost is $2,500 per year, ending December 31st of each year.
- A background investigation $20.00 per person, plus an additional $5.00 per surname/alias.
Amusement Device License
- Any amusement machine or device which is activated by the deposit of a coin or token shall be licensed. No application is necessary.
- Cost is $100 per operator, plus $10 per machine.
Business License Registration
- Review the Business License and Certificate of Occupancy Brochure outlining the procedures and requirements, as required by Ordinance No. 4371.
- Review and complete the registration form, filling out all applicable sections being specific about the nature of your business.
- Submit the form and supporting documents, including a $5.00 annual license fee, to City Hall or mail it to P.O. Box 2199, Liberal, KS 67905-2199.
- Your registration will be reviewed by the City’s Building Inspection and Fire Departments.
- Your business license and Certificate of Occupancy, if applicable, will be mailed to you, within two to three of filing your registration form.
- The license is renewable every year.
- A business license is not transferable. The new owner must apply for a business license in their name and pay the license fee. A new Certificate of Occupancy inspection will need to be performed.
Carnival or Circus License
- Applicants must fill out an application form at the City Clerk's office at City Hall.
- Proof of insurance is necessary.
- Approvals from the Building and Fire Department must be obtained prior to receiving a license.
- Cost is $100/day, plus a $50 inspection fee. There is a $250 deposit required.
Rodeo or Street Fair License
- Applicants must fill out an application form at the City Clerk's office at City Hall.
- Proof of insurance is necessary.
- Approvals from the Building and Fire Department must be obtained prior to receiving a license.
- Cost is $25/day, plus a $50 inspection fee. There is a $250 deposit required.
Cereal Malt (3.2% Alcohol) Beverage License
- Three (3) original application forms must be turned in to the City Clerk's office at City Hall.

- We must see applicant's State License before we can issue a City License.

Drinking Establishment
- We must see applicant's State License before we can issue a City License.
- Cost is $400.00 per year.
- To obtain your State of Kansas license, contact the Kansas Department of Revenue at (785) 368-8222 for the appropriate forms or download the forms from their website at Kansas Department of Revenue. Print and complete the forms and forward them to the Kansas Department of Revenue for processing.
Golf Cart Permit
- The owner of every golf cart operated on the streets of the City shall register their golf cart annually with the City Clerk.
- Cost is $10.00 per year or portion thereof.
- Cart owner must complete Application and Hold Harmless Form.
- Cart owner must provide proof of insurance.
- Cart owner must acknowledge receipt of Ordinance.
- Cart owner must affix numerical identification decal on cart.
- Registration is not transferable.
Liquor Store
- We must see applicant's State License before we can issue a City License.
- Cost is $300.00 per year.
- To obtain your State of Kansas license, contact the Kansas Department of Revenue at (785) 368-8222 for the appropriate forms or download the forms at their website at Kansas Department of Revenue. Print and complete the forms and forward them to the Kansas Department of Revenue for processing.
Pawnbrokers & Precious Metal Dealers License
- For new applicants, an application forms must be completed.
- Applications must be approved by the Police Department. If the applicant is a renewal, the license may be issued upon arrival.
- Cost is $25 per year.
Solicitor's License
- New applicants must fill out an application form at the City Clerk's office at City Hall.
- Applicant must have a State Sales Tax Number.
- To obtain a State of Kansas Sales Tax Number, obtain the appropriate forms from the City Clerk's office, Seward County Clerk's office or contact the Kansas Department of Revenue at 1-877-526-7738 or download the forms from their website at Kansas Department of Revenue, cursor to Publications and click on Business Tax Application Booklet (KS-1216). Print and complete the forms and forward them to the Kansas Department of Revenue for processing.
- Police Department runs a background check on all applicants.
- Cost is $100 per day or $500 per month per person selling goods in the City. There are no yearly permits given.
- A background investigation $17.50 per person, plus an additional $5.00 per surname/alias.
Taxi Cab License
- Applicant must fill out an application form at the City Clerk's office at City Hall.
- Applicant must provide a Certificate of Insurance with a $500,000 single limit liability policy, with the City listed as an additional insured.
- Cost is $50 per cab, $1.00 to exchange cab vehicle.
Public Services
Fire Department
The Liberal Fire Department was established on June 5th 1906, and incorporated Liberal's first fire chief and thirteen volunteer firefighters. Liberal's first fire department apparatus was a newly bought American LaFrance fire truck, this apparatus was purchased at a price of $3000.
Municipal Court
The Municipal Court, presided over by the Municipal Judge serving on a full-time basis, hears misdemeanor criminal and traffic cases occurring within city limits. Types of cases include domestic violence, theft, disorderly conduct, DUI, animal control and city code violations. Court policies and procedures follow the Kansas Code of Municipal Courts K.S.A. 12-4101, et seq., The Municipal Court Supervisor oversees 6 full-time municipal court employees. The Municipal Court is located at 325 N. Washington, Liberal, Kansas.
Police Department
With an authorized strength of 42 sworn officers and 15 non-sworn personnel, we are committed to working with our community to keep all of our citizens safe and secure. Recycling
Liberal Recycling Program
In order to help contribute to a better environment, the City of Liberal is involved in a recycling program. Containers are located at the Recycle Center, 1931 Airpark Avenue, which is adjacent to the Mid-America Air Museum in the Airport Industrial Park. The containers are clearly marked to assist you in depositing your items.
Solid Waste
PICKUP SCHEDULES:
1. Polycarts curbside pickup two (2) times a week. Have out by curb by 7:00 AM.
2. Residential 3-yard dumpster pickup is one (1) time a week.
3. Commercial 3-yard dumpster pickup from one (1) to six (6) times a week.
4. All trash needs to be bagged and tied except for larger boxes.
5. Please call (620) 626-0136 for exact scheduled pickup day.

In order to start service, please bring two (2) forms of identification, one of which must be a picture I.D. Examples are: Valid driver's license, social security card, student ID, Kansas ID or work ID. All services are billed monthly on one invoice.
