Get a Kansas Driver's License
If you are a Kansas resident who operates a motor vehicle or motorcycle on public streets and highways in Kansas, you must have a valid Kansas Driver's License. Driver's licenses, instructional permits and Kansas identification cards can be obtained at the Kansas Division of Motor Vehicles Driver's License Exam Station:

Register Your Vehicle
If your car or truck is already registered in Kansas, all you must do is register your change of address with the County Treasurer's office. Any Kansas license tag is valid anywhere in Kansas, so all the state needs to know is where to send your reminder when the time comes to renew your tag. Remember, you must show valid proof of insurance to obtain a tag in Kansas.
If your car has never been registered in Kansas before, there are a couple things you must do before you get your tag.
First, the car must pass a Motor Vehicle Examination. The inspection is to verify information of the owner and vehicle. Inspections are performed at the Liberal Police Department, Animal Control Division.
Appointments can be made through the Liberal Animal Shelter from Tuesday through Saturday from 10:00 a.m. to 4:00 p.m. by calling (620) 626-0576. The Shelter is located at 1985 North Country Estates Road, on North Highway 83 Bypass next to Wilkens Manufacturing.
For your vehicle to be inspected, you will need to bring the following with you:
- The original out-of-State title for the vehicle;
- A valid driver's license; and
- Ten dollars cash ($10.00).
After the car is inspected, it must be appraised by the County Appraiser's office, also located in the County Courthouse at 415 N. Washington. The purpose of the appraisal is to determine the amount of personal property tax you must pay on the automobile. In Kansas, you are required to pay taxes and tag fees at the same time.
While you are in the Courthouse, it would be a good idea to pick up a mileage affidavit from the County Treasurer's office. This short form must be filled out and notarized before a tag can be issued. It simply states the odometer reading on the car.
You must also have the title to your car before a tag can be issued. If the title is in the possession of an out-of-state lienholder, contact the County Treasurer's office, and they will write for a copy.
Once you have title and mileage affidavit and the car has been inspected and appraised, all you have left to do is pay your personal property taxes and tag fees.
Register to Vote
In addition to national and state elections that occur once every four years, voters in Liberal and Seward County often go to the polls for local elections and single-issue ballots, such as votes on sales tax increases.
To register to vote, stop by Seward County Clerk Stacia Long's office at 415 N. Washington in the Seward County Courthouse. Or you may register to vote at the Kansas Driver's License examination station, the public library, and at social services agencies.
To register to vote, you are not required to present identification, but the form itself is a legally binding document.

Public Services
Fire Department
The Liberal Fire Department was established on June 5th 1906, and incorporated Liberal's first fire chief and thirteen volunteer firefighters. Liberal's first fire department apparatus was a newly bought American LaFrance fire truck, this apparatus was purchased at a price of $3000.
Municipal Court
The Municipal Court, presided over by the Municipal Judge serving on a full-time basis, hears misdemeanor criminal and traffic cases occurring within city limits. Types of cases include domestic violence, theft, disorderly conduct, DUI, animal control and city code violations. Court policies and procedures follow the Kansas Code of Municipal Courts K.S.A. 12-4101, et seq., The Municipal Court Supervisor oversees 6 full-time municipal court employees. The Municipal Court is located at 325 N. Washington, Liberal, Kansas.

With an authorized strength of 42 sworn officers and 15 non-sworn personnel, we are committed to working with our community to keep all of our citizens safe and secure. Recycling
Liberal Recycling Program
In order to help contribute to a better environment, the City of Liberal is involved in a recycling program. Containers are located at the Recycle Center, 1931 Airpark Avenue, which is adjacent to the Mid-America Air Museum in the Airport Industrial Park. The containers are clearly marked to assist you in depositing your items.
Solid Waste
PICKUP SCHEDULES:
1. Polycarts curbside pickup two (2) times a week. Have out by curb by 7:00 AM.
2. Residential 3-yard dumpster pickup is one (1) time a week.
3. Commercial 3-yard dumpster pickup from one (1) to six (6) times a week.
4. All trash needs to be bagged and tied except for larger boxes.
