Fees and Service Charge Information

The City of Liberal accepts payments via MasterCard Visa and Discover using a third-party service provider, Paymentus. Paymentus charges a fee of $3.14 for each individual payment of up to $400.00. The fee covers payment handling and processing charges and The City of Liberal does not receive any part of the service fee.

ONLINE SERVICE CHARGES: 

Although the City of Liberal does NOT charge any fees associated with the credit card or check by phone payments, Paymentus, an independent service provider does charge a convenience fee for each transaction.

Credit card payments and ACH/eChecks are accepted as a convenience. Upon clicking the button to pay your bill, you will be directed to Paymentus, a third party payment processor. Transactions made with Discover, Visa, MasterCard or ACH/eCheck will be assessed a $3.14 convenience fee by Paymentus for each individual payment of up to $400.00. The City of Liberal Does Not receive any part of this convenience fee.

DISCLAIMERS FOR LATE PAYMENTS

Do Not make a online payment if your Utility service has been interrupted, subject to disconnection, disconnected, if you have a returned check/ACH payment, or a credit card chargeback.

If your account includes a past due balance, making a partial payment may not prevent disconnection of your utility services. 

If your account has a past due bill, online payments may not stop disconnection of services.

Online payments made on accounts where services have been disconnected will not constitute services being reactivated. Please contact the City of Liberal Utility Billing Dept. before making these payments
