City Commission Meeting Update - November 12, 2024

On Tuesday, November 12th the Liberal City Commission addressed the following items during their regularly scheduled meeting:

Consent Agenda items (airport leases, CMB license renewals) were approved by the Commission.

Commissioners voted to approve both Ordinance No. 4621 approving the 2024 Standard Traffic Ordinance and Ordinance No. 4622 approving the 2024 Uniform Public Offense Code.

The Commission also voted to pass Resolution No. 2423 waiving the requirements of K.S.A. 75-1120a regarding Generally Accepted Accounting Principles (GAAP) as they relate to the City of Liberal’s 2024 Audit.

Commissioners approved Resolution No. 2424 affirming the updated “urban area boundary” for the City. The boundary is required by the Kansas Dept. of Transportation to identify land areas which may become urban within the next decade. Seward County will be required to concur with proposed changes.

The Commission reviewed and approved a mural artist contract with Karem Gallo outlining the scope, deadline, and compensation arrangements for creation of concept design sketches and completion of a community art mural. The mural project is funded in part by a grant from the Kansas Arts Commission and will be placed at Light Park facing towards Kansas Avenue.

Commissioners voted to approve a bid from Tessere for architecture design of a bus facility in addition to preparation of bidding documents and procurement agreements. The project is being funded in part by the Kansas Department of Transportation. The facility will provide secure storage of transit vehicles and office space for operations staff. 

The Commission approved a sale of property located near George Avenue at the old Liberal Iron & Metal site through Gavel Roads Auction to the highest bidder meeting property reserve requirements.  

Commissioners voted to approve the purchase of 50 new body worn camera systems to replace aging equipment.

The next regularly scheduled Liberal City Commission meeting will take place November 26th at 5:30 p.m.
