City Commission Meeting Update - September 16, 2025

On Tuesday, September 16th, 2025 the Liberal City Commission addressed the following items during their rescheduled meeting:
The meeting opened with a special proclamation reading in celebration of Constitution Week. The local Daughters of the American Revolution group joined the proclamation presentation. 
Consent Agenda items (Convention & Tourism Advisory Board minutes, code enforcement statistics, and airport leases) were approved by the Commission.
A 2026 budget public hearing was opened for comments from residents. Staff explained the budget contains a flat estimated mill levy at 50.367 mills for a total budget amount of $66,090,580 dollars. The mill levy dollar amount accounts for $8,131,454 in revenues from local property taxes. There were no comments provided from residents in attendance during the hearing. Following the hearing, the Commission voted 3-2 (yea: Landry, Parsons, and Warren; nay: Lara, Vazquez) to approve Resolution No. 2439 to adopt the 2026 budget as presented. 
The Commission also voted to approve the construction bid award for the new CityBus facility project to Seaton Construction Group, LLC in the amount of $1,505,500. Commissioner Warren abstained from the vote. The bus facility will be funded in large part by the Kansas Department of Transportation and is expected to be completed in 2026. 
The next regularly scheduled Liberal City Commission meeting will take place September 23rd, 2025 at 5:30 p.m.
