Liberal Animal Shelter will participate in a statewide adoption event to celebrate the Kansas Adopt-a-Shelter-Dog Proclamation which was issued by Governor Laura Kelly to highlight the vital role pet adoption plays in building no-kill* communities.
Liberal Animal Shelter has teamed up with Best Friends Animal Society, a leading national animal welfare organization working to save the lives of dogs and cats in America’s shelters, to mark this pivotal step in Kansas’s pet lifesaving efforts.
On October 18, 2025 Liberal Animal Shelter will join many other shelters across the state by reducing adoption fees to $10.00 for altered dogs to get more pets out of shelters and into adoptive homes.
“We’re proud to join this statewide effort to shine a light on the importance of pet adoption and the progress Kansas is making toward becoming a no-kill state,” said Tara Logan, Supervisor of Liberal Animal Shelter. “Every adoption brings us one step closer to ensuring that every healthy and treatable pet in our shelter gets the second chance they deserve. We’re excited to work alongside Best Friends Animal Society and other shelters across Kansas to help save more lives.”
No-kill is a philosophy and community-supported commitment to saving every dog and cat who can be saved. Today, two out of three U.S. shelters have already reached the no-kill benchmark, and Best Friends is working to help the rest follow — a commitment shared and celebrated by Liberal Animal Shelter.
Best Friends data shows Kansas saved 85.8% of pets in its shelters in 2024. For the state to achieve no-kill, an additional 2,400 dogs and cats need to be adopted.
“Best Friends applauds Kansas’s desire to save the lives of homeless dogs and cats across the state,” said Julie Castle, CEO, Best Friends Animal Society. “If more Kansans choose to adopt pets from shelters instead of purchasing from breeders or pet stores, we are confident that the state will achieve no-kill.”
Like Kansas Governor Kelly, elected officials across the country have signed proclamations calling for their communities to work together toward no-kill — including in Arizona, Arkansas, Connecticut, Georgia, Idaho, Indiana, Iowa, Louisiana, Mississippi, Montana, New Hampshire, North Dakota, Oklahoma, Oregon, Utah, Vermont, Virginia, Washington, and West Virginia.

*According to Best Friends Animal Society, no-kill is defined by a 90% save rate for animals entering a shelter. Typically, the number of pets who are suffering from irreparable medical or behavioral issues that compromise their quality of life and prevent them from being rehomed is not more than 10% of all dogs and cats entering shelters, making it a meaningful and common-sense benchmark for measuring life saving progress.
