City Commission Meeting Update - December 12, 2023

On Tuesday, December 12th the Liberal City Commission addressed the following items during their regularly scheduled meeting:

The meeting opened with annual recognition of City employees reaching milestone years of service to the community. The following individuals were introduced for awards:

10 Years of Service
    Israel Nieves – Police Department
    Andrew Williams – Parks Department
15 Years of Service
    Warren Headrick – Fire Department
    Tim Lunceford – IT Department
    Elivorio Navarrete – Street Department
    Jeremiah Potter – Street Department
    Hiram Gutierrez – Municipal Court
    Jose Rosales – Water Department 
20 Years of Service
    Santiago Cardoza – Solid Waste Department
    Jose Torres – Fire Department
    Fidel Barboza – Cemetery Department
25 Years of Service
    Melissa Cowan- Utility Billing Department
30 Years of Service
    Kimberly Clinkingbeard – Municipal Court
    Skeety Poulton – Fire Department
40 Years of Service
    Kiddie Bond – Police Department

Consent Agenda items (airport leases, cereal malt beverage licenses, code enforcement report, and caseworker event notice) were approved by the Commission.

Commissioners received an informational report from Eli Svaty, Executive Director of the Seward County Development Corporation regarding community development, economic expansion, and workplace development efforts. Accomplishments from 2023 were reviewed and project goals for 2024 were introduced to the Commission.

The Commission reviewed results of the sewer rate study of revenues and future operating cost projections for the wastewater treatment plan. Alternatives for fund transfers from the water department budget, a fixed customer charge, and/or rate percentage increases were presented for consideration to ensure funds are available over the next 15 years to cover loan payments due for the wastewater treatment plant. The Commission requested additional financial projections for the water fund to be presented in January for discussion and consideration prior to taking further action.   

The next regularly scheduled Liberal City Commission meeting will take place December 26th at 5:30 p.m. and will be conducted virtually.
