On Tuesday, November 25th, 2025 the Liberal City Commission addressed the following items during their regularly scheduled meeting:
Consent Agenda items (airport leases and cereal malt beverage applications) were approved by the Commission.
The Commission adopted Resolution No. 2445, approving the 2026 Fee Schedule.
The Commission also adopted Resolution No. 2446 authorizing acceptance of Build Kansas grant funds from the Kansas Infrastructure Hub to serve as a portion of the local match required for the Railroad Crossing Elimination development grant for a grade-separated railroad overpass.
Commissioners approved the purchase of a cutaway bus for the Liberal CityBus transportation program. The bus replacement will be funded by the Economic Development portion of the 1-Cent Sales Tax with 80% of expenses reimbursed by the Kansas Department of Transportation.
The Commission voted to approve a bid from B&H Paving in the amount of $414,565.00 for crack sealing city streets. This project will service roads in the Southwest section of Liberal.
Commissioners approved a bid from Ground Penetrating Radar Systems (GPRS) to conduct a subsurface investigation of the Adventure Bay Family Water Park to assess any voids, subsidence, or structural concerns located below the concrete and pool shell.
The Commission also voted to approve a budgeted server upgrade to support Emergency Communications operations.
Commissioners voted to approve the transfer of a vacant lot located North of McCray Park from USD No. 480 to the City of Liberal. This land deed transfer will facilitate the development of a community dog park planned for early 2026.
