City Commission Meeting Update - November 11, 2025

On Tuesday, November 11th, 2025 the Liberal City Commission addressed the following items during their regularly scheduled meeting:

The meeting opened with the presentation of the Employee of the Quarter award to Battalion Chief, Aaron Luman, of the Liberal Fire Department. Luman was recognized for providing exceptional customer service within the department and through community engagement activities focused on fire education and prevention. Fire Chief Kelly Kirk noted in his nomination that, “He is a bright, personable and ambitious young man. When you combine his personal traits with his dedication and loyalty to the City and the Fire Department, great results can be expected and have been realized. Aaron is a genuine public servant and servant leader.”

Consent Agenda items (airport leases, cereal malt beverage applications, and code enforcement reports) were approved by the Commission.

The Commission reviewed Ordinance No. 4641 to amend city Zoning Codes as recommended by the Liberal Area Metropolitan Board of Zoning. The ordinance changes were adopted with the exclusion of requirements for special use permits for short term residential rentals.

Commissioners voted to approve Resolution No. 2443, authorizing application to the Kansas Department of Transportation’s Innovative Technology Program grant. The application would propose the implementation of new technology at the intersections of 11th Street & N. Kansas Ave.; Pine Street & S. Kansas Ave.; and Pancake Blvd. & S. Pershing Ave. to improve mobility and increase safety for all transportation users.

The Commission also approved Resolution No. 2444, waiving the requirements of K.S.A. 75-1120a(a) regarding Generally Accepted Accounting Principles (GAAP) related to the 2025 Audit.

An agreement with Lochner was approved for design, consulting, and engineering of a new expanded parking lot for the Mid-America Regional Airport. The project would be located east of the current parking lot between General Welch Boulevard and Terminal Road. Services are 95 percent reimbursable by the Federal Aviation Administration with the City’s portion of the agreement being funded by the Economic Development portion of the One-Cent Sales Tax.

Commissioners voted to approve a contract for sale and purchase of the North Fire Station, with the City providing a $500,000 buyout of Seward County’s portion of the facility. The City is also providing the Right of First Refusal to the County in the event of the facility being sold.

The next regularly scheduled Liberal City Commission meeting will take place November 25th, 2025 at 5:30 p.m.
