Paint the Town enhances the appearance of existing homes by providing vouchers to eligible homeowners in an amount up to $500 to be used for the purchase of exterior paint, primer, and related painting supplies.
Eligible Projects
Traditional residential home exteriors qualify for grant funds. Vinyl siding qualifies; however, the homeowner must use special vinyl siding paint.
Trim, soffit, fascia, sheds, fences, decks and other outdoor amenities may qualify for the program, but must be specified at the time of the application.
Voucher funds may be used for purchase of exterior paint, primer, trim paint, caulk, brushes, rollers, roller trays, tape, scrapers, and related supplies up to $500.00.
Eligibility Requirements
All applicants must be residents of the City of Liberal, Kansas.
Applicants must own and reside in the property to be painted.
Applicants may not have received a voucher in the past 5 years.
Applicants may not own more than one property – the property to be painted.
Applicants may not owe back taxes. Taxes must be paid current to qualify.
Applicants may not owe the city special assessments.
Process Requirements
Applicants must abate all nuisance violations on the property. This includes but is not limited to unlicensed vehicles, trash, yard waste, and debris.
Applicants must make all repairs and properly prepare the house for painting, prior to receiving any paint or supplies. The owner scrapes, pressure washes and prepares the house for painting.
City staff will do an onsite inspection of the property. A voucher will be given to the applicant after receiving BEFORE pictures of the project to be painted.
All vouchers must be redeemed within 7 calendar days from the issued date on the voucher; after this date the voucher is VOID.
The approved applicant will have their choice of standard in-store paint colors. Match your existing colors or choose another NEUTRAL color.
The voucher may be used for purchase of exterior paint, primer, trim paint, caulk, brushes, rollers, roller trays, tape, scrapers, and related supplies up to $500.00.
Applicants must use all of the paint and supplies, and have the home completely painted within 60 calendar days. If the painting project is not complete within the 60 days allowed, the applicant will then be responsible for reimbursing the City the total amount paid for paint and supplies.
