Sidewalk Install or Repair Program

In an effort to improve pedestrian safety and community walkability, the Sidewalk Install or Repair Program incentive has been provided to assist residential and commercial property owners with the cost of creating new or repaired sidewalks. Funding for the program is provided by the City of Liberal's One-Cent Sales Tax.

Cost Assistance

The residential property incentive cap is $1,500 per property. For commercial properties, there is an incentive cap of $2,500 per property. Rates will be reimbursable under the following conditions:

  • Residential or commercial property owners will be reimbursed $1 per square foot for sidewalk installation or repair.
  • Residential or commercial property owners will be reimbursed $2 per square foot for installation of a sidewalk which extends an existing section of sidewalk. 
  • Residential or commercial property owners will be reimbursed $3 per square foot for any sidewalk repair or construction located along a primary or secondary pedestrian route recognized in the comprehensive plan as a corridor improvement need. Click here to view the sidewalk priority map.

Qualifications

The terms of the Sidewalk Program are as follows:

  • Pre-inspection of the job will be required by Building Department before any concrete is removed or placed.
  • Work must be completed by a licensed contractor.
  • There are no income qualifications for this program.
  • Property taxes shall be paid up to date.
  • All work shall conform to applicable City of Liberal standards and regulations outlined in Chapter 13 Article 2 of the city code.
  • Sidewalks will be a minimum of five feet (5') wide (unless specified by inspector).
  • A Building Permit is required by the Building Department prior to construction. The permit will be at no cost to the owner.
  • Concrete will be 4000 psi from a concrete company, no bag mix will be allowed.
  • Property owner agrees to hold City of Liberal harmless for any damage to property due to work activity.
  • Property owner is responsible for reseeding, re-sodding, repair/replacement of irrigation systems and/or other landscaping required due to the work.
  • Property owner shall be responsible for prompt payment to contractor(s) and/or vendors.
  • Curb and gutter construction, if needed, is the responsibility of the City. Preapproval is needed by the Building Department. The City may use the same contractor as the property owner, if such additional work is necessary.
  • Following proof of completion, the City shall pay its share to the contractor or property owner who did the work.
  • Work must be completed within 90 days of approval letter.
  • This program does not apply for newly constructed residential or commercial properties.
